This report was prepared by Castalia Advisory to the Asian Development Bank. The provision of water and energy infrastructure and services in the Pacific is poor when compared with other small island states. Many people, especially the rural poor, lack access to adequate water and energy services, and many water and energy utilities provide ineffective and inefficient service.

This report presents findings from the conduct a rapid appraisal on the bioenergy-food security nexus at regional level, including selected Micronesia, Melanesia and Polynesia Pacific island countries. The aim the appraisal was to provide policy-makers a decision-making basis for the prioritization of in-depth country assessments and further analysis to be conducted in the second half of 2009 under the FAO Bioenergy and Food Security (BEFS) analytical framework.

Market Review for Small and Medium Size Wind Turbines

This report was prepared by Gerhard Zieroth. This market survey limits itself to small and medium sized wind turbines from 10 to 300 kW and intends to identify suitable turbines for the application of wind energy projects in small islands with isolated electric networks. As such, the principal modes of operation for wind turbines in such systems – notably battery operated grid systems, standard grid parallel operation, high penetration and wind/diesel hybrid mode – are discussed, before the requirements for wind turbines in such systems are defined.

This document describes the methodology adopted by PIEPSAP for the development of National Energy Policies in Pacific Island Countries as well as lessons learnt and recommendations for future assistance. The intent to document the process is to provide some guidance to PIC energy officials in energy policy development and planning.

This document represents a regional consensus, affirmed at the 2004 Regional Energy Meeting in Madang, Papua New Guinea and is based on an earlier version of the regional energy policy affirmed in the Cook Islands in 2002 and with due consideration to the Rarotonga Declaration.

The review of the Pacific Islands Energy Policy has been coordinated by the Council of Regional Organisations in the Pacific (CROP) - Energy Working Group in close consultation with the Energy Officials from Pacific island countries and territories (PICTs).
