Call for Applications - CEREEAC, Director
The Commission of the Economic Community of Central African States (ECCAS), established in October 1983, currently consists of eleven (11) member states: Angola, Burundi, Cameroon, Central African Republic, Republic of Congo, Gabon, Equatorial Guinea, Democratic Republic of Congo, Rwanda, Sao Tome and Principe, and Chad.
ECCAS's mission is defined in Chapter I, Article 4 of the Treaty, which states that the Community aims to promote and strengthen harmonious cooperation and balanced, self-sustaining development in the fields of economic and social activities. These include industry, transport and communication, energy, agriculture, natural resources, trade, customs, monetary and financial matters, human resources, tourism, education, training, culture, science and technology, and the movement of people, all with the objective of achieving collective self-reliance, raising the standard of living of the people, maintaining economic stability, strengthening peaceful relations between member states, and contributing to the progress and development of the African continent.
In accordance with Article 108 of the Revised Treaty, the Conference of Heads of State and Government created, by Decision N°04/CEEAC/CCEG/XIX/21 of July 30, 2021, the Centre for Renewable Energy and Energy Efficiency in Central Africa (CEEREAC), headquartered in Luanda, Republic of Angola. CREEECA is a specialized institution of ECCAS, with the mission to:
- Coordinate the implementation of ECCAS's renewable energy and energy efficiency policies.
- Promote the emergence of a renewable energy and energy efficiency market in Central Africa.
As part of the operationalization of CREEECA, a qualified and experienced technical team will be established. Nationals of ECCAS member states are hereby informed that the post of Director of the Centre for Renewable Energy and Energy Efficiency in Central Africa (CREEECA) is open for application. The position is based at CREEECA's headquarters in Luanda, Republic of Angola, for a non-renewable term of five (5) years.

- Be a national of one of the ECCAS member states, with the exception of the Republic of Angola, which hosts CREEECA headquarters. Female candidates are strongly encouraged to apply.
- Not have applied for another job within ECCAS using a different nationality in the past.

The Director will be responsible for the day-to-day management of CREEECA's technical, administrative, and financial affairs under the supervision of the President of the ECCAS Commission and the Commissioner for the Department of Territorial Planning and Infrastructure (DTPI).
Key Responsibilities:
- Oversee the implementation of CREEECA’s administrative, financial, accounting, and procurement procedures.
- Establish the Centre's institutional framework, including a network of National Focal Institutions (NFIs) in member states.
- Ensure the strategic positioning of CREEECA within ECCAS and the international energy efficiency market.
- Manage planning, monitoring, and evaluation tools in collaboration with the ECCAS Commission, including annual action plans and performance reports.
- Secretarial duties for CREEECA's governance meetings, implementing decisions and recommendations from ECCAS' Council of Ministers.
This role requires strong leadership in managing the Centre’s staff and operations while driving the Centre's mission of promoting renewable energy and energy efficiency across Central Africa.
