Main Report: Technical Analysis of Appliance Markets to Support the Pacific Appliance Labelling and Standards (PALS) Programme

This report is prepared by International Institute for Energy Conservation - Asia (IIEC Asia) for the Renewable Energy and Energy Efficiency Partnership (REEEP). The main objective of this technical analysis was to assess the characteristics of major appliance and lighting products and markets in 17 Pacific Island Countries and Territories (PICTs), in order to support government decision-making on the most suitable Standards & Labelling (S&L) strategy for each PICT.

Strategies for International Cooperation in support of Energy Development in Pacific Island Nations

Island communities worldwide face great challenges in achieving reliable, affordable, and secure energy for power and transportation needs. In spite of often having a relative abundance of renewable energy resources, most island countries remain highly dependent on imported fossil fuels to meet their energy needs. Due to the remoteness and relatively small size of most islands, imported fuel is typically very expensive.

Space Solar Power Generation and the Pacific Islands

This report was prepared by Rupeni Mario. The Pacific island countries are heavily dependent on fossil fuels to meet their increasing energy needs for economic development. The high costs associated with fossil fuels are placing an increasing strain on the economies in the region.  A significant factor in energy usage patterns in Pacific island countries has been attributed to the availability of energy sources as early as the fifteenth century where pollution control was not an issue. People have used what they have been able to get, be it coal, oil, natural gas, wood, etc.

Market Review for Small and Medium Size Wind Turbines

This report was prepared by Gerhard Zieroth. This market survey limits itself to small and medium sized wind turbines from 10 to 300 kW and intends to identify suitable turbines for the application of wind energy projects in small islands with isolated electric networks. As such, the principal modes of operation for wind turbines in such systems – notably battery operated grid systems, standard grid parallel operation, high penetration and wind/diesel hybrid mode – are discussed, before the requirements for wind turbines in such systems are defined.

This document describes the methodology adopted by PIEPSAP for the development of National Energy Policies in Pacific Island Countries as well as lessons learnt and recommendations for future assistance. The intent to document the process is to provide some guidance to PIC energy officials in energy policy development and planning.
