Programme Delivery Officer

The Programme Delivery Officer will be pivotal in implementing and delivering on the work programme and budget of the PCREEE. The role will work collaboratively with the Manager of the PCREEE as well as the rest of the PCREEE Team, the Georesources and Energy Programme of the GEM Division as well as partners and the GN-SEC.

The key responsibilities of the role include the following: 

  • Work Programme and Budget Design:
    • Conceptualise the Centre’s work programme and budget and conduct consultation meetings with implementing partners,
    • Draft the work programme and budget and present them to the Manager and to the PCREEE Steering Committee meetings.
  • Work Programme Coordination and Implementation:
    • Conduct meetings with implementing partners to agree on shared responsibilities and costs,
    • Mobilise implementation teams and partnerships to implement activities on the ground,
    • Coordinate the logistics [e.g equipment, travel, venue, resources people, etc] for the delivery of services on the ground.
  • Reporting and Visiblity:
    • Prepare activity/period/progress reports for the PCREEE activities,
    • Coordinate stakeholder awareness and consultation efforts of PCREEE and partners,
    • Prepare visibility and promotional materials.

 

Key selection criteria

  1. Qualifications
  • A tertiary qualification relating to energy.
  1. Knowledge and Experience
  • At least 15 years  of demonstrated technical delivery experience in a national / regional energy office or a similar field,
  • Demonstrated experience and success in working with various donors and development partners, the private sector, the academia and the media,  
  • Proven history of successfully planning and coordinating training workshops and investment forums, consultancy studies, consultation and planning meetings as well as awareness activities,
  • Demonstrated record of accomplishment in implementing hardware energy projects in key sectors such as agriculture, fisheries, tourism, industry, etc.
  • High-level verbal and written communication skills and the capacity to represent SPC effectively, at regional and international forums.

  • Proven ability in project design, management and reporting,
  • Ability to work constructively to resolve issues, concerns or difference of opinion,

Salary, terms and conditions

 Required starting date – This position is available immediately.

Contract Duration – 3 years

Remuneration – The Programme Delivery Officer - PCREEE is a Band 11 position in SPC’s 2018 salary scale, with a starting salary range of 3,405 - 4,215 SDR (special drawing rights) per month, which currently converts to approximately USD 4,699–5,816 (EUR 4,210–5,212). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Tonga; Tonga nationals employed by SPC in Tonga will be subject to income tax.

Benefits for international employees based in Tonga – SPC provides a housing allowance of USD 1,000–2,000 per month. Establishment and relocation grant, removal expenses, airfares, home leave, medical and life insurance and education allowances are available for eligible employees and their recognised dependents. Employees are entitled to 25 days of annual leave and 30 days of sick leave per annum, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).
