Senior Human Resources Generalist

1    Background
The Regional Center for Renewable Energy and Energy Efficiency (RCREEE) is an intergovernmental organization with diplomatic status that aims to enable and increase the adoption of renewable energy and energy efficiency practices across Pan-Arab countries and is the official technical arm institution of both League of Arab State – Energy Department and Arab Ministerial Council for Electricity (AMCE).
RCREEE teams-up with governments, international organizations, IFIs and Private Sector via several forms of partnerships to initiate and lead clean energy policy dialogues, strategies, technologies, managing the facilitation of RE investment platforms and capacity development in order to increase Arab states’ share of tomorrow’s modern energy solutions.

2    Scope of Work
The selected candidate will be assigned to act as a Business Partner concerning different functions of Human Resources. The responsibilities include:

  • Managing performance appraisal cycle and training employees and managers on the process
  • Adopting Personnel policies and regulations and guiding employees to full compliance
  • Submitting HR analytical reports for the Executive Management Team
  • Designing and improving HR tools to enable information sharing and analysis
  • Handling the recruitment process while ensuring fairness and compliance with laws and regulations
  • Coordinating onboarding of new employees and relevant arrangements
  • Updating staff leave balance records and keeps track of employee entitlements upon separation
  • Handling contract renewals and relevant documentation
  • Identifying training needs for internal capability staff
  • Coordinating staff engagement activities and conducting staff engagement surveys
  • Updating organizational structure and participating in organizational redesign initiatives
  • Participating in employee counseling and exit interviews and analyzing the results and suggesting improvements accordingly
  • Creating and disseminating HR internal memos and decisions 
  • Advising on new and improved ways to approach HR processes compatible with organization culture and needs. 

3    Skills and Qualifications

  • 5+ years of experience in general Human Resources functions including recruitment, performance management and employee relations
  • Relevant bachelor’s degree 
  • HR diploma or relevant post graduate degree is a must
  • Fluency in Arabic and English is a must
  • Excellent communications, negotiations and people skills
  • Knowledge of local labor laws, HR best practices and trends
  • Track record of setting up HR rules and processes
  • Ability to handle cultural sensitivity and confidential data
  • Excellent problem-solving skills

4    General Terms and Conditions

  • The Candidate is required to work from RCREEE’s Cairo office.
  • S/He will comply with RCREEE COVID-19 protective and safety measures 

5    Tenure of Appointment

  • The initial appointment will be for 12 months including a 3-month probation period.
  • The contract extension will be subject to performance, needs and availability of funds
