This report was prepared by Murray Ward and Bill Rucks with additional economic analysis by Chris Livesey and this report was prepared for the Samoa Ministry of Natural Resources and Environment. The Tafa’igata facility is built primarily to receive septage but also to receive certain sludge from other sources.

Preparatory Phase of the Samoa Photovolatic Electrification Programme - Survey Report Final Draft

This report was prepared by Herbert Wade, Bruce Clay and Mewang Gyeltshen. The intended outcome of this preparatory phase is a detailed grid extension and off-grid renewable energy based rural electrification program to provide the remaining non-electrified households in Samoa with 24-hour power. As part of this preparatory phase a consultancy was undertaken for household survey design, surveyor training design, survey analysis, a feasibility study and preparation of a Project Document for completion of electrification in Samoa.

Samoa Feasibility Assessment of Savai'i Biodiesel Plant

This feasibility assessment has been prepared for New Zealand Aid Programme. The feasibility assessment is to assess the long-term feasibility of a proposed coconut oil extraction and biodiesel processing plant to fuel electricity generation on Savai'i and to recommend actions that would be required to ensure its long-term effectiveness.

Savai'i Hydro: Overcoming Social Barriers to Implementation

This report was prepared by Ma. Luisa A. Zuniga- Carmine a consultancy for the ADB. The purpose of the regional technical assistance (TA) is to promote investments in renewable energy, energy efficiency and greenhouse gas abatement (REGA) technologies that will increase access to energy by the poor, realize other strategic development objectives, and help reduce greenhouse gas (GHG) emissions. This is a follow-up TA to a desk study conducted in 2004 that included Samoa.

This report is based on data gathered by the National Technical Expert, Ms Talalelei Tevita together with the assistance of Ms Sili’a Kilepoa Ualesi, the National PREGA Coordinator as well as additional inputs from members of the PREGA Committee. Data from which this report is based, was collected from various government departments at various times since initiation of the contract in November 2002 until the reopening of the programme for Samoa in May 2004.

In developing its National Adaptation Programme of Action (NAPA), nationally appropriate mitigation actions (NAMAs) and a strategy for low carbon development, Samoas approach is consistent with the AOSIS groups deep concerns about climate change and its international positions. Samoa is highly vulnerable to the effects of climate change.
