Article is published in the Journal of  Energy For Sustainable Development This paper asserts that the current dependence of Caribbean and pacific SID's on both development assistance from donor agencies and imported fossil fuels are not coincidental, but rather, it was due to the transition of these islands from subsistence agriculture to export-oriented economies, primarily to serve the interests of more developed metropolitan countries.

STAR Conference Paper - Are Renewable Energy Technologies a Cost effective option for Promoting Rural Electrification in Pacific Island Countries ?

This report was prepared by Allison Woodruff and it was prepared for the 24th Science, Technology and Resources Network (STAR) Conference. This paper examines the potential for renewable energy technologies to promote sustainable development in rural areas in Pacific island countries. The current heavy dependence on imported fossil fuels for meeting the primary needs of countries is examined, as well as rising oil prices and the high costs associated with supplying electricity to rural areas.

Mid-Term Review of the Implementation Plan of the Framework for Action On Energy Security in the Pacific 2014

This report was prepared for the Pacific Energy Oversight Group by Allan Mua Illingworth, Thomas Lynge Jensen and Katerina Syngellakis. The Pacific Islands Framework for Action on Energy Security in the Pacific (FAESP) 2010-2020 was endorsed in August 2010 at the 41st Pacific Islands Forum in Port Vila, Vanuatu and in April 2011 the Inaugural Regional Meeting of Ministers of Energy, ICT and Transport endorsed the associated draft Implementation Plan for Energy Security in the Pacific (IPESP) 2010-2015.

Hydrogen Fuel Cells & The Pacific Islands

This report was prepared by Rupeni Mario. This paper is the result of discussions held during the Regional Energy Meeting (REM) 2000 and the SOPAC STAR Energy Working Group 2000 meeting which noted the need to provide technical information on “New Energy Technologies”, in particular, hydrogen fuel, ocean thermal energy conversion (OTEC) and space solar power generation. As Pacific island countries vary widely in terms of natural resource endowment and energy use patterns, they still remain heavily dependent on fossil fuels to meet their increasing energy needs.

Infrastructure Maintenance in the Pacific: Challenging The Build Neglect Rebuild Paradigm

This report was prepared by the Pacific Infrastructure Advisory Centre and was authored by Maria Corazon Alejandrino-Yap. Inadequate infrastructure maintenance has long been recognised as a challenge. The failure to manage and maintain existing infrastructure assets in Pacific island countries has resulted in a large infrastructure debt – representing the gap between what has and should have been spent on infrastructure. The premature deterioration of infrastructure affects lives.

Achieving Universal Access to Modern Energy in East Asia and the Pacific - One Goal, Two Paths

This flagship report was undertaken by the Infrastructure of the Department for Sustainable Development in the East Asia and Pacific Region of the World Bank under the guidance of John Roome, Sector director, Vijay Jagannathan, Sector Manager.  Some EAP countries have practically achieved universal electricity access. Others that lag behind recognize electrifi cation as a major governmental priority.
