Purpose: The aim of this paper is to provide a comparison of electricity prices paid by customers in Vanuatu with customers in different small Pacific island countries across region.
This handbook is meant for households who are interested in lowering high costs of energy sources for cooking purposes for their families. High costs of using kerosene and gas stoves for cooking will not build family resilience to the impacts of climate change. Likewise, on the consumption of imported foods, which are increasingly expensive. Having a biogas stove for cooking at home has been proven in Tuvalu to reduce household expenses for cooking using kerosene and gas stoves by 82% and 92% respectively (Binney, 2015).

This guidelines document describes a general approach for developing a Nationally Determined Contribution (NDC) Implementation Roadmap (hereinafter referred to as an NDC Roadmap). The document is intended for any country implementing an NDC under the Paris Agreement, with a specific focus on small island developing states (SIDS). It sets out a high-level outline of the steps that countries can undertake to create an overall NDC implementation plan for one or more sectors.
