1. The ECOWAS Centre for Regional Renewable Energy and Energy Efficiency (ECREEE) has received a Grant of USD 1,000,000 from African Development Bank through the NEPAD –Infrastructure Project Preparation Facility Special Fund (NEPAD-IPPF Special Fund), and intends to apply part of the agreed amount for this grant to payments under the contract to finance the Pre- feasibility study on business opportunities for women in a changing energy value chain in West Africa.
2. The main scope of the assignment is to identify the opportunities that exist for women entrepreneurs in 4 countries in the ECOWAS region and within 4 changing energy value chains and what it would take for women to have access to these opportunities. The consultant will perform the following major specific duties:
Ø Develop an inception report that gives a comprehensive view of, inter alia, the situation analysis on women run energy businesses in ECOWAS; evolving energy value chains with market opportunities for women entrepreneurs; challenges and success factors;
Ø Conduct a rapid situational analysis to produce a shortlist of countries with comparative advantages in selected energy value chains, with the view that four projects will serve as pilot projects to demonstrate the feasibility of women energy businesses in ECOWAS;
Ø Prepare relevant documents for the assignment of developing detailed feasibility studies of the four projects identified;
Ø Conceptualize and organize a regional validation workshop to launch the project within the ECOWAS;
Ø Produce a final pre-feasibility report of progress.
3. ECREE (Executing Agency) now invites eligible Individual Consultants with the requisite experience to indicate their interest in providing the services. Interested Consultant must provide information indicating that they are qualified to perform the services. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s and Participant countries of the NEPAD IPPF for the above-cited position (based in Cape Verde) as expressed in the “New Procurement Policy”, which is available on the Bank’s website at http://www.afdb.org, but not limited to the following;
Qualifications
Ø Possess a post graduate degree (Minimum Master or equivalent ) in Business Development or any related field ,
Experience
Ø Have not less than 10- 15 years of relevant experience in the preparation and development of energy projects.
Language
Ø Must be fluent in one of the official languages of the Commission; English, French or Portuguese. A working knowledge of another would be an advantage. English will be the working language for this assignment.
The Borrower is under no obligation to shortlist any Consultant who expresses interest.
