Background
The ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE), based in Praia, Cape Verde, is a specialized ECOWAS agency mandated to promote an enabling environment for the adoption of renewable energy and energy efficiency technology in West Africa. ECREEE’s activities has been focused on mitigating existing barriers hindering the deployment of RE and EE technologies in the ECOWAS Region. This also includes addressing the lack of knowledge and information barriers in the energy sector.
In Oct 2012, ECREEE established the ECOWAS Renewable Energy and Energy Efficiency Observatory (ECOWREX), a web-based platform, aimed at:
- addressing poor data quality and information in the sphere of sustainable energy in the ECOWAS region;
- Providing decision makers, project developers, investors and other stakeholders with tailored energy information and planning tools.
Objectives
As part of its strategy to improve and maintain this platform, ECREEE is seeking to recruit a Data Expert to support the ECOWREX activities under the umbrella of a project funded by the United States Agency for International Development (USAID).
The Data Expert would contribute towards achieving the goals of ECOWREX, by developing regular insights and improving of standards and strategy, to drive its business results.
He/she will also advise and assist ECREEE on general issues related to data collection and management.
Specific Data Expert will
- Analyse data from member states and other sources for accuracy and quality assurance.
- Update data points and country energy statistics on the interactive country profiles on ECOWREX.
- Assist with the development of a data framework collaboration between WAPP (West African Power Pool), ERERA (ECOWAS Regional Electricity Regulatory Authority) and ECREEE.
- Assist with the development of the second monitoring framework report on the implementation of the ECOWAS Sustainable Energy Policies, including coordinating data collection from member states, data validation and development of regional report.
- Assist with organization of regional workshops in relation to ECOWREX.
- Work with the staff of ECREEE to identify opportunities for improving ECOWREX.
Qualifications and experience
Minimum educational requirement: university degree in statistics, mathematics, computer science, engineering, energy, renewable energy or similar field.
Experience:
- 3 years of experience manipulating data sets, building statistics and drawing insights from large data sets.
- Proven experience working with Tableau or other Data analytics tool: development of visuals/dashboards, updating information, extracting analytics.
- Excellent English written and verbal communication skills
- A drive to learn and master new technologies and techniques.
- Experience working in the energy field is desirable
- Knowledge of programming languages is a desirable
- Basic knowledge of databases, web technologies - such as drupal, GIS is desirable
- Experience visualizing/presenting data to group of audience, with various tools.
- Ability to work with a team and communicate with a wide range of stakeholders.
Languages: Fluent in English (knowledge of French and Portuguese is an asset);
Computer skills: Computer operations and concepts (Fully proficient), E-mail (proficient), Internet (proficient), Spreadsheets (Fully proficient), Word processing (Fully proficient).
Duty Station
ECREEE Secretariat in Achada Santo António, Praia, Cabo Verde
Travels within and outside the country might be required. ECREEE shall be responsible for providing a return air tickets and per diem for any field mission undertaken during his assignment in line with ECOWAS travel policy.
Mode of work
Fulltime for a period of 6 months renewable based on performance.
