The World Bank is preparing a Program with the Southern Africa Power Pool (SAPP) to help accelerate preparation of priority regional power generation and transmission projects in the region of the Southern African Power Pool. The Program Development Objective is “to facilitate the preparation of priority regional energy projects in the Southern African Power Pool region”.
As part of this initiative, the SADC Centre for Renewable Energy and Energy Efficiency (SACREEE) Secretariat through SAPP intends to procure the services of the Renewable Energy Expert for a period of 12 months who will be based at SACREEE Secretariat in Windhoek, Namibia.
Required Qualifications and Experience
Education:
A university degree in engineering, applied sciences or economics with a strong focus on RE technology or policy qualification at Masters or higher level.
Technical and Functional Experience:
Highly motivated individual with established leadership credentials in the energy and development community, with diplomatic skills necessary in an often highly charged, high profile political environment and a track record of successful engagement at the highest levels of government and the private sector as well as civil society;
- Extensive working knowledge in the RE and electric power sector in the SADC region with more than 10 years of experience;
- Proven track record in implementing energy programs, with strong experience in managing and leading successful teams, working with various stakeholders that have varied interests;
- Excellent interpersonal skills, communication and influencing and analytical skills on technical aspects of renewable energy;
- Ability to manage working relations with development partners;
- Demonstrated understanding of the inter-linkages between gender equity/women’s empowerment, energy and development;
- Candidate must be a Citizen of a SADC Member State (Female candidates are particularly encouraged to apply); and
- Ability to work under pressure and handle politically and culturally sensitive issues.
Languages: Proficiency in English, and one other working language of the SADC Community
(French or Portuguese) would be an added advantage.
A Consultant will be selected in accordance with the Individual Consulting method set out in the Consultant Regulations.
