Aysel Yagubova was appointed the Executive Director of ECO Clean Energy Center (CECECO) on September 9, 2025 after serving as the Interim Director of the CECECO since May 28, 2025.
Prior to her appointment as the Executive Director Ms.Aysel Yagubova worked as the Director of the Department for Cooperation with International Human Rights Institutions of the Ministry of Foreign Affairs of the Republic of Azerbaijan. Being in the foreign service since 2001 she has worked at the Embassies of the Republic of Azerbaijan to the United States of America, Islamic Republic of Iran and Austria and Permanent Mission to the OSCE and International Organizations in Vienna.
Aysel Yagubova is a graduate of Baku State University, with BA and MA degrees in International Relations. She also holds Master of International Public Policy degree (MIPP) from the School of Advanced International Studies of the Johns Hopkins University, with affiliation in Energy, Resources and Environment. She has completed a number of training programs on multilateral negotiations and diplomacy.
Aysel Yagubova holds a diplomatic rank of Envoy Extraordinary and Plenipotentiary of the 2nd rank. She is honoured with state awards of “Distinction in diplomatic service” medal and jubilee medal of “100th anniversary of the Diplomatic Service of the Republic of Azerbaijan”.
