Recruitment of an Evaluation Expert (Consultant)

The ECOWAS Centre for Renewable Energy and Energy Efficiency intends to recruit, under a specific contract, an individual consultant, to provide services as an (Impact) Evaluation Expert.

Interested Consultants must provide CV and relevant information indicating that they are qualified to perform the services, providing the following:

 (a) have at least a Master degree in economics, statistics, management, social sciences or related fields, with an emphasis on M&E, and

1. at least 8  years post qualification experience in M&E;
2. Excellent writing and critical thinking skills;
3. Experience and ability to manage teams and to effectively engage with government officials at all levels and with partner organizations;
4. High levels of energy, initiative and flexibility in quickly adjusting to changing work program requirements. Ability to juggle numerous competing demands and priorities, respond quickly to internal and external client requests, and set priorities for self and others;
5. Demonstrated ability and willingness to fill knowledge gaps as needed;
6. Advanced knowledge and/or expertise in gender economics and gender mainstreaming in the context of international development projects;
7. Knowledge about solar energy desirable;
8. Specific experience in sustainable energy projects in West Africa desirable;
9. Previous (international) experience working with Government counterparts expected
10. Proven experience in participating in similar donor funded projects (proven experience in working in World Bank projects would be an advantage);

(b) Other required skills and competencies include:

1. Proficient communication in oral and written English or French. Knowledge in Portuguese will be an advantage;
2. Very good interpersonal and communication skills, ability to manage relations with development partners, to work under pressure and handle politically and culturally sensitive issues.
